Hi Eddie -
Not too tight nor too loose!
The best way of checking the tightness is to hold the helicopter horizontally and on its side. Hold a rotor blade out parallel to the ground and let it drop and swing down towards the ground. Ideally it should naturally stop swinging when it reaches the vertical position, more or less. If it doesn't get that far then it's too tight; if it passes the vertical and swings back and forth like a pendulum then it's too loose.
Make sure both blades are tightened to the same amount, this is also important.
